@ianwest195 i was scouring the internet today and found the picture below its from the 1950s do you think that is a clock shelter the one we was working on maybe they removed the clocks?, I know its just a guess but the glass panels look the same and its the same shape.
This question is open to everyone we would like has much help as we can get on this shelter it really needs completion. We are unable to find any good pictures of the clock shelter from early Blackpool seafront showing the rear of the shelter we have one image of the front of a clock shelter.

Yes it's close but a tad smaller- the clock shelter has similar glazing but also a narrow 'blank' filler panel either side of the entrance. From the style of wall in the background this looks more to be around the North promenade eg the end of that curved road just where the gardens open up.
Resending the photo from the 1940's we originally referred to that gives a slanted view of the rear. For my money the 3 upper central panels are solid: open or crop the snap and zoom in as much as possible, I see solid cream(?) not glass.
Your new photo is excellent anyway for displaying how the council disguised those toilets and the sewage plant! Note the windmill top is fixed, the outer rails have no walkway and the rear counter vane does not protrude for the wind.
I know it's not conclusive but the comparison may make things easier to work out.
Just used gimp to zoom and yes them back panels are sold cream there is no dark or reflections areas so solid panels top to bottom thank you Ian.

This is what i have done, thin windows all way around blanked off the 2 windows by the entrance, blanked off the back windows but left the frame i think its looks better than just a full blank wall and looking at the picture best i can make out the frames still look to be there, added the bench seating, pics below
